Prison Reconstructive Freedom

Recent analyses shows that the state had just over 27,000 state inmates in 28 facilities African Americans account for disproportionate amount of Alabama’s prison population of the state’s incarcerated individuals, while only comprising about 26%-28% of the total state population. This significant disparity indicates Black people are incarcerated in Alabama’s prisons at rates much higher than their counterparts in the population. With there being 56% of African Descents incarcerated in the Alabama prisons out of 28% of the Black population, that leaves 0.1565 %, approximately 5,589 people, including women and children.

Ms. Flowers' plan of action:


1. This executive order will consist of ‘CATEGORICAL CLEMENCY' – grant clemency on a categorical basis for the incarcerated citizens to address past injustices or achieve specific rehabilitation.

2. I will Commute Sentences – I will expedite the release of certain vulnerable individuals (health issues, elderly, mentally ill).

3. Further, I will issue an executive order to rehabilitate the state-level criminal justice system and agencies, including establishing policies for more equitable law enforcement training, equitable pardons and parole decisions, and pretrial services.

4. Appoint reform-minded leaders to state parole boards, policing commissions, or other justice agencies who are committed to equitable reform and decarcerating individuals.

Yolanda said it best.

"The land of the free, the home of the brave, crime surrounds us as if it's a grave. What to do when crime is in the white house, scurrying like a big fat mouse? Our justice system is one of the few unaccountable systems in our country that doesn't make decisions based on just principles or in the best interest of the people. If we want to address crime, everyone will need to take part. We are each other's keeper."
